Campania's ZES (ZeS), agreement signed between the Government Commissioner and the Trade Unions. “The parties undertake to define forms of employment monitoring”

"The establishment of the special economic zone of Campania represents an important opportunity to promote an organic and integrated development project for the entire Region. It therefore seems appropriate to define adequate tools for the involvement of the Institutions and the Social Parties, all interested in optimizing and enhancing the resources allocated to the Zes, those deriving from the Pnrr and all forms of European financing. In this perspective, Cgil Cisl Uil and the Government Commissioner collaborate to achieve the objective of stable employment growth, in full affirmation of the principles of regularity of economic relations within the Zes".

This is what is written in the agreement signed this morning by the Government Commissioner of Zes Campania, Giuseppe Romano and by the secretaries of Cgil Cisl Uil Campania, Nicola Ricci, Giuseppe Esposito and Giovanni Sgambati. As indicated in the text, "it is therefore necessary to recover an effective representation of the territory (local authorities) and of the economic and social parties, which should be involved in a consultative and monitoring role. Furthermore, it is necessary that the criteria for the simplification of authorizations explicitly respect the right to work, the protection of health and safety and environmental protection. It is also necessary to establish for companies, in addition to the obligation to maintain their activity in the area of ​​the Zes for at least 5 years after the completion of the investment, also the obligation to maintain employment in the five years following the completion of the intervention itself".

“The objectives of economic and social development of Southern Italy represent, in this phase – according to the signatories of the agreement – an emergency for the entire country. Therefore, the innovative tools introduced must also respond to criteria and objectives that are as widely shared as possible. With these premises, the Parties agree on the possibility of defining a further agreement with the employers' parties for all companies operating within the perimeter of the Zes, which implement a policy of new investments generating additional net employment (without prejudice to the full application of the sectoral Ccnl signed by the signatory parties of this agreement), documents and specific agreements as provided for by the Inter-confederal Agreement of 28 June 2013 with the methods and ownership provided for by the Inter-confederal Agreement itself”.

“The Parties also undertake – it is still written in the agreement – to define specific forms of constant monitoring of employment, its typologies, its regularity and safety, also through specific site agreements on training and safety, activating as a priority the relevant interprofessional funds and any funds deriving from the programming.

Within the Zes, constant and continuous monitoring of the activities by the competent bodies must be guaranteed, so as to discourage any infiltration of organised crime and guarantee the tranquility of all the interested stakeholders".

For the Commissioner and the trade unions "It is necessary to promote the widest knowledge of location opportunities in the identified areas of Campania, taking into account that the impact of the special zones does not only concern businesses and operators but also territorial systems starting from the Municipalities. In fact, it is necessary that they are actively involved, also in order to enhance areas and sites that have been neglected so far".

"Therefore – concludes the agreement – the parties will activate a discussion table at least quarterly to evaluate and monitor the level of interest of investors in the special economic zones and possibly propose new logics to increase their membership; it will also be necessary to adopt all solutions to simplify access by interested parties as much as possible".
