A framework law on Italian soil for its protection and for the sustainable management of a heritage strongly put at risk by concreting, climate change and degradation.
It will be discussed next Tuesday 19 July 2022, at 9.30 am, in the Chapter Hall of the Cloister of the Convent of Santa Maria sopra Minerva in Rome in Piazza della Minerva, 38 with the conference entitled: “A framework law for Italian soil within the European Soil Strategy”.
An event organized by the Senators of the Environment Commission Virginia La Mura e Paola Nugnes to present their bill (AS 2614) “Framework law for the protection and sustainable management of soil”, a proposal that was also reached thanks to the contribution of agricultural scientific associations.
Land consumption in Italy continues to transform the national territory at high speed. In the last year, new artificial coverings have affected another 56,7 square kilometers, or, on average, more than 15 hectares per day. An increase that remains in line with those recorded in the recent past (and causes our country to lose almost 2 square meters of soil every second, causing the loss of natural and agricultural areas.
Artificial land cover reached 2020% in 7,11. Just think that it was 7,02% in 2015 and 6,76% in 2006 compared to the European average of 4,2%. This is what emerges from the 2021 report of the Higher Institute for Environmental Protection and Research.
“There is no more time, we must act immediately – underline La Mura and Nugnes – with a national legislative text that can help the regions but also the municipalities to adopt and implement action plans for the recovery of soil degradation”.
“In an interconnected world,” says Senator Virginia La Mura, “where every day environmental events reveal to us the gravity of our actions, we have set ourselves the goal of a framework law for soil, where by ‘framework’ we mean the creation of a system of knowledge and communication at multiple levels. Our proposal aims to offer all the actors involved the tools necessary to prevent soil degradation, to restore it where possible and finally to reduce its consumption.”
Senator Paola Nugnes explains in these terms the reasons for the proposal conceived together with Senator Virginia La Mura: “Although the soil is an intelligent and generous factory that works for us, we are still far from reaching the awareness of how much human life depends on it – explains Senator Paola Nugnes
Our bill also wants to be a cross-party appeal that we address to all political forces, because the earth belongs to everyone and it is in our interest to protect it. It is not enough to insert the word "environment" into the Constitution, if in Italy every second that passes two square meters of soil are destroyed and politics ignores ecological thinking in practice".
The conference, in addition to the presentation of the text, will be an opportunity to discuss the serious threats that concern the soil, and in particular the speakers, including representatives of politics, institutions and research, will discuss the possible operational solutions for its sustainable management. The intention is to start shared initiatives to protect and correctly manage this natural resource, which is at the same time precious and fragile.
