Casavatore. No lily festival without a municipal coordinator. The complaint of the former councilor and member of the festival committee, Luke Galiero.
“Despite the request of August 5th and the subsequent reminder of the 25th, the communication by the President of our Committee regarding the appointment of the Intersectoral Coordinator as per art. 8 of the current Statute has had no effect nor has it received a response”, Galiero reports.
“It should be noted that this figure, whose function is to act as an intermediary between the Committee and the various areas of the Administration, and to coordinate all the activities within the competence of the body, should have been appointed when the Committee was established, as mentioned in the Statute. No activity would actually be possible without appropriate coordination.
Thus, once again, in all its drama, the total disorganization of the current Board appears, already emerged in an embarrassing manner on the occasion of the unjustified extension of the terms, which however led to the appointment of the five members, then reduced to four due to the incompatibility of Giuseppe Cifinelli, who had presented an appeal to the CTP against a TARI invoice that the Administration itself had branded as unjust and disproportionate, also organizing a nice and farcical demonstration in the City Council with lots of tearing of clothes and hair, with blatant "mea culpa" that then ended up in cosmic nothingness".
"The Committee, thus "incomplete" - Gaaliero further stigmatizes - is also unable to make decisions "by majority" due to its own composition of even numbers. However, no decision has been taken consequently (within 15 days as per the Statute), and from this behavior it is evident a clear will to further weaken an organism that, I recall, was selected by the Mayor in absolute autonomy, on the basis of detailed curricula examined by him and of multiple interviews with the candidates.
In addition to these incomprehensible inconsistencies, I would like to point out that the current Statute contains no mention of any alleged bureaucratic obligations or obligations on the part of the Committee, which is not required to submit technical documentation, request authorizations or logistical provisions of any kind, but only to accurately and periodically report the financial flows.
It is not clear, then, what these activities are if the Municipality thinks of delegating to the Committee, a body that operates on a voluntary and free basis, for example, the request for authorizations, the technical or logistical obligations that are evidently the responsibility of the various areas. Which should in turn interface with the General Committee through an intersectoral Coordinator never appointed.
Reading then of alleged delays or failures takes on even more the flavour of a sterile polemic aimed exclusively at downplaying the responsibilities of an Administration evidently confused by an approximate reading of the Statute itself”.
“I am seriously concerned – concludes Galiero – also for the commitment made by the Mayor regarding the need to modify it, in a meeting in the presence of representatives of the paranze and some Committees held approximately in mid-July. September is upon us, and the continuous requests of enthusiasts are becoming more and more pressing”.
