Naples, the tender for municipal tax collection has been published. The tender closes on November 29th. This is a key step in the "Pact."
Fighting municipal tax evasion: the tender for tax collection services is underway. With the publication of Resolution No. 8 on September 20th and the submission of the tender documentation to the Official Journal of the European Union, a crucial step has been completed in the process of streamlining the management of tax and non-tax revenues for the Municipality of Naples.
The tender-based project envisages not only replacing the Revenue Agency (Agenzia delle Entrate Riscossione) in managing forced collection, but also awarding a concession for the assessment and prevention of tax evasion for IMU and TARI, as well as the creation of an integrated technological infrastructure for the management of taxes, the registry, and financial services.
The successful bidder, announced pursuant to Article 183, paragraph 15, of the Public Contracts Code (Project Financing at the proponent's initiative), will receive a premium on the sums actually collected, which varies based on the performance achieved. This premium will represent the only cost borne by the Municipality both for the implementation of the investments and for the remuneration of the assessment and collection activities.

The preliminary investigation phase was lengthy and complex. The project proposal, submitted by a Temporary Consortium of Companies led by Municipia SpA, was tailored to the needs of the Municipality of Naples and the effective transfer of risks to the concessionaire was ensured, in line with the most recent ANAC guidelines.
The project was approved by the Executive Committee on June 30, after the City Council, at its meeting on May 30, authorized the awarding of a concession for assessment and collection activities. Publication of the tender by September 30 is one of the targets set out in the Pact for Naples, signed with the national government on March 29. Increasing the percentage of forced collection and stepping up efforts to combat tax evasion are key elements of the plan to restore the municipal budget and boost investment in the city. Bids may be submitted by November 29 via the City of Naples' online platform.
The new tax collection agency, which we plan to implement within the year, will allow us to recover some of the excessive taxes and many unpaid duties. This is a gesture we owe to our regularly paying citizens and will provide greater resources to improve services.
