The people involved almost all live in the Caserta area, in particular in the municipalities of CASERTA, Aversa, Maddaloni, Capua, Mondragone, San Nicola la Strada, Villa Literno, Casal di Principe, Lusciano, San Cipriano, San Marcellino, Portico, Sant'Arpino, Pignataro, Orta di Atella, Parete, Castel Morrone, San Felice a Cancello, Sparanise.

According to the Prosecutor's Office and the Guardia di Finanza, which conducted the investigation, the focus of the investigation is a doctor—whose position has been removed and who is being prosecuted separately—who, in his capacity as president of the INPS commission, allegedly certified false disability pension claims, thus allowing wealthy individuals to receive undue financial support. INPS's cooperation in the investigation was crucial, and it also revoked benefits from the recipients involved in the investigation.
