Softlab Marcianise, Marino (Ugl): "No convincing answers are coming from the Crisis Table at MISE." The protest of Luigi Marino of the National Secretariat of Ugl Metalworkers on the Softlab Marcianise dispute.
“In the new meeting of the Crisis Table established by MISE for the Softlab SpA Group, the UglM reminded the Table of the responsibilities that the Law attributes to it, imposing that a report on the crisis management activity be published every six months, which gives an account of the outcome of the meetings held and the results achieved, the monitoring activities and the resolution proposals put forward. It is not acceptable to start over every time to discuss the problems as if nothing had happened”.
This is what Luigi Marino of the National Secretariat of Ugl Metalworkers declares.
“For more than three years now, we have been asking for clarity on the implementation of the Softlab Tech projects for the Caserta and Marcianise offices, but the problems remain unresolved: failure to pay salaries on time (average delay of at least 20 days), failure to pay COMETA and unilateral termination of second-level agreements. Continuation of generalized redundancy payments, while the company does not periodically communicate the percentages and there is talk of alleged improvements that are not verifiable. Industrial plans for the Caserta-Marcianise area constantly disregarded. Mass resignations, including of management staff (about 30 resignations in recent months). Transfers and leasing of business units that require further investigation.
The Maddaloni headquarters and the Electronics Hub initiative that are not taking off. Investment in an English subsidiary with the support of a SIMEST loan, while here funds are needed to pay salaries. The entire Jabil staff reallocation project (currently at a standstill, complaining of alleged resistance from workers, who are instead frightened by the profound uncertainties of the project itself) currently presents disastrous implications and is at high risk of worsening with Jabil's announcement of another 190 layoffs out of 440 employees, after the exit of 250 who have not found job stability.
The Ugl - continues Marino - has requested that the Structure for Business Crises, in compliance with the Ministerial Decree on the Structure of 9 March 2021 and the Ministerial Directive for Crisis Management of 14 October 2021, provide through this Table, in agreement with the Campania Region, to: 1. verify the concrete possibilities of overcoming the state of crisis, through the evaluation of industrial and recovery plans or by promoting their adoption; 2. formulate operational and intervention proposals for overcoming the company crisis in order to counteract the decline of the production apparatus; 3. identify possible measures to safeguard employment levels, through possible training, requalification and redeployment plans.
Consequently, the following specific requests for concrete actions were formulated in the minutes: given the extremely emergency situation, convene the table on a monthly basis, in order to provide monitoring commensurate with the severity of the situation. Ask Softlab on a monthly basis for the list of workers present on the payroll divided by production site and by organizational area, with projections for the following 3 months. Ask Softlab for the industrial plan that identifies the solutions for overcoming the state of crisis, with consequent evaluation by the Structure for business crises. Obtain a definitive response regarding INVITALIA's position regarding Softlab's request to join the Fund for Large Enterprises in Difficulty (GID fund). Formally ask Softlab to identify measures to safeguard employment levels.
lack of proposals from the Company we ask that the Structure formulate new proposals or follow up on the proposals already identified at this Table, such as: o submission of the application for membership in the GOL Program (Worker Employability Guarantee), establishing a formal relationship with the Campania Region and ANPAL within the 'collective relocation' line, in order to cover a number of resources sufficient to interrupt the fund. o use of the intervention tool already used by the MISE in other cases (the so-called Corneliani method), using the Safeguard Fund for businesses which provides, together with the identification of private investors, also the entry of the public fund into the capital of the Company. o launch of the regional electronics table proposed by the MISE in the last meeting of July 5th”.
“We ask for a response to the above requests at the next meeting to be convened in a month, – declares Mauro Naddei of the UglM Caserta Secretariat -. Otherwise, in the absence of responses, UglM Caserta believes it must examine with its lawyers any possible actions to protect employees in crisis. It will also examine the possible presentation of an appeal to the ITL for violations regarding the authorization process for redundancy payments and changes to corporate structures implemented. We hope that the other trade unions will join our requests for the strongest protection of workers' rights. Going our separate ways makes no sense and fuels the state of confusion in the general picture, which is already extremely high.” concludes the Provincial Secretary.
