I military personnel from the Carabinieri Forestry Station of marcianise and the Carabinieri Nucleus of the Labor Inspectorate of Caserta, carried out an inspection at some premises located in the municipality of Aversa (CE) on Via XXV Aprile, in order to combat undeclared and submerged work and any crimes against the environment.
Once on site, they identified the manager of the shoe business carried out in the garage of the house located there. The artisan business was found to be active and several pairs of shoes made there, such as leather and suede moccasins, were found to be available inside an underground room, measuring approximately 70 square meters, owned by the manager, for whom he was not found to be in possession of any authorization document.
The following equipment and waste produced in the exercise of the aforementioned activity was found inside the premises: no. 1 heel stamp for footwear; no. 2 workbenches; no. 1 “brush” type device for the extraction of emissions produced therein; no. 1 oven used for cooking/settling shoes; no. 1 bag full of material used for making moccasins; no. 1 device used for making moccasins; no. 1 shoe press; no. 1 leather cutter; no. 2 sewing machines; no. 1 Siberian used for making the back of the footwear; no. 1 compressor used for colouring the shoes; various types of hazardous special waste consisting of packaging containing residues of hazardous substances or contaminated by such substances (paints, glues, dyes); non-hazardous special waste consisting of processing waste such as fabric and leather; non-hazardous special waste consisting of paper and cardboard packaging.
The entire garage used as an “artisan shoe factory” was found to be characterised by strong emissions of glues and solvents and dust which made the area unbreathable.
The manager did not produce any document proving the lawful management of both the hazardous and non-hazardous special waste produced and found at the “shoe factory”, as well as the other types of hazardous and non-hazardous special waste not found but which are produced during the exercise of the footwear business.
For the above reasons, the aforementioned military personnel proceeded to seize the entire garage used for illegal footwear manufacturing, including the equipment and waste listed above, as the manager of the same, who was reported at liberty, was found guilty of the crimes of illegal management of special waste and the production of emissions into the atmosphere resulting from the use of glues, solvents and equipment used for footwear manufacturing without any authorisation.
Finally, administrative sanctions were imposed for a total amount of over 7400,00 euros for failure to keep the waste loading and unloading register and failure to communicate the MUD of waste produced in 2021.
