De Luca spoke clearly criticizing the abuse of office "which is one – he said – of the ignominies of Italy. It has not changed because of the political cowardice of the Democratic Party in the first place, a disgrace, an opportunism, a subordination to the judiciary to forget the experience of those who are in the field to administer the public administration. So Italy is a dead country.
If a public manager is found guilty of abuse of office, his salary is halved and he is transferred to a non-operational sector, that is, the ruin of his life in general indifference.
