There is still chaos in the repechages due to too many elected representatives from the M5S. In Montecitorio and Palazzo Madama the offices are ready to begin, next Monday, the reception of the elected deputies and senators to carry out the necessary procedures: for example the photographs for the website or the fingerprints for the membership card and for voting in the chamber.
But the names of the six hundred elected officials are not there yet, since the National Electoral Office is still deciding which candidates will replace those elected in multiple constituencies. Five deputies and eight senators are still missing. The most sensational case is that of the Campania 5 constituency, i.e. Naples, where M8S, with multiple candidacies, has fewer candidates than seats won, which is putting the National Electoral Office machine in crisis.
A similar problem had also arisen in 2018 for the Movement in the South, where in all the Regions it obtained consensus that sometimes exceeded 50%. However, there were not many multiple candidacies and in the end the problem was solved. This year Giuseppe Conte's party has massively used this possibility granted by the Rosatellum with the result in the Naples Constituency of not having enough candidates and having to recover them from elsewhere. If you go to the Viminale website (which puts online the data transmitted by the National Electoral Office of the Cassation) and check the Campania 1 constituency, you will see that M5s has won all seven single-member constituencies and with its 41% has elected six candidates in the proportional system.
However, several of them have also been elected elsewhere: Sergio Costa in the single-member constituency of Naples Fuorigrotta, Carmela Di Lauro in the single-member constituency of Somma Vesuviana, Giuseppe Conte in another proportional constituency. The other three, Raffaele Bruno, Gilda Sportiello and Alessandro Caramiello, will sit in Montecitorio, but three more are missing. The algorithm of the electoral law (article 84 of the presidential decree 361/1957) provides that in these cases the candidates of the single-member constituencies of the same constituency who did not win must be recovered, but the Movement brought home all seven; secondarily, one must fish in the proportional constituency "in which the list has the largest decimal part of the quotient not used".
The M5S voters in Naples will end up electing the Movement's candidates from other Regions, but it is not yet known which ones because 21 sections are still being recounted (out of 61.417 in all of Italy), and a handful of votes can trigger the quotients in one Region or another. The same problem in the Senate, where M5S is entitled to three members elected by proportional representation; the leader Maria Castelloni was elected in the single-member constituency (Giugliano), and the fourth who replaces her, Orfeo Mazzella, won the single-member constituency of Torre del Greco.
