Naples. “The commission is committed, in the interest of the city, to support the administration with respect to any initiative that is useful to resolve what is a serious emergency, the increase in prices, which puts the funds of the PNRR at risk”.
He said so Catello Maresca, president of the monitoring commission on the PNRR at the end of the meeting attended by the Chief of Staff Maria Grazia Falciatore.
“The deserted tenders raise doubts and concerns – Maresca said – with respect to the timing of the implementation of the interventions and the price increases, which have a decisive impact especially in the transition to the executive phase. Falciatore recalled the close interconnection of the Pnrr Office with the cabinet and the complexity of the work carried out by the offices which has allowed to achieve great results, in terms of projects presented and financing obtained.
The issue of price increases is now the main concern; for this reason, requests have been submitted for access to the ministerial funds set up, with different deadlines, for price adjustments and the start of essential works, for a total of 94 million”.
“However, the issue of timing related to the PNRR remains – the note continues – a moving train, Falciatore said, from which it is not possible to deviate, under penalty of losing funding; for this reason, a decree law must be requested that eliminates the time constraints and, at the same time, the issue of finding additional resources to cover the increases must be addressed, an urgency that does not only concern the National Recovery and Resilience Plan but also other sources of funding.
A reasoning, he concluded, that should not be done only with the next Government, but also with the European Commission, in the belief of the difficulty for the State to find sufficient funds for all the municipalities that find themselves in the same situation. It is not possible, alternatively, to develop a reserve plan, which provides for a section of the projects identifying intervention priorities, because there is no autonomy with respect to a revision of the plan”.
For Iris Savastano (Forza Italia) and Annamaria Maisto (Azzurri Noi Sud Napoli Viva) the great work done by the offices of the Pnrr must be recognized. It is now worth sharing the proposal to support a request to the Government for measures that provide certainty regarding the possibility of at least partially realizing the approved projects.
