Caserta. Damages to the treasury contested and preventive seizure for approximately 2 million euros for diabetology services purchased by the ASL of Caserta at an accredited center. Ten people investigated.
The Finance Police of the Provincial Command of Caserta, on behalf of the Regional Prosecutor's Office of the Court of Auditors for Campania, have executed a precautionary seizure on properties and financial relationships, authorized by decree of the President of the Regional Jurisdictional Section of the Court of Auditors of Naples up to the amount of approximately 2 million euros, against a private healthcare company in the Caserta area, owner of an anti-diabetes center operating until 2021 under institutional accreditation with the ASL Caserta.
The precautionary measure was requested and obtained by the Accounting Prosecutor's Office in the margin of the concurrent charges of administrative liability raised with an act of invitation to provide deductions (pursuant to art. 67 of the Accounting Justice Code) notified, with the assistance of the Finance Police, against the same health company and 10 other subjects, including the health director of the anti-diabetes center, as well as some Officials and Managers of the ASL Caserta.

The objections are supported by the investigative activity carried out by the Economic and Financial Police Unit of Caserta which concerned, in particular, the methods of reporting, control and remuneration of the services provided by the accredited centers, which were found to be much higher than those previously authorized with the attribution of the so-called Maximum Operating Capacity (COM), which the AA.SS.LL. adopt for each accredited center, expressing the workloads compatible with certain standards of adequacy and quality of the services provided to users.

The individuals summoned, under various titles, were accused of having caused financial damage to the public health company, equal to the amount guaranteed by the precautionary seizure granted, deriving from the recognition and liquidation of undue fees for various types of services relating to the branch of diabetology, acquired by the ASL Caserta in the years between 2017 and 2020.
Similar initiatives are being implemented with respect to accredited bodies operating in the same healthcare sector.
