Protecting safety

The use of lifelines is mandatory and is aimed at protecting the safety of workers who operate at high altitudes. They consist of safety devices at work, regulated by the Consolidated Law on Safety at Work, namely Legislative Decree no. 81 of 2008. According to this decree, lifelines, also called lifelines, must be used in all situations where workers are required to operate at a height of more than 2 metres from a stable surface. In addition to construction, lifelines can also be used for other applications, for various types of work to be carried out on roofs, both on industrial buildings and on condominiums. In addition to the provisions contained in Legislative Decree no. 81 of 2008, the normative requirements regional legislation also applies to this matter.

What does Italian law provide?

Article 115 coordinated by Legislative Decree no. 106 of 2009 is the one that specifies the rules to be followed in Italy for the adoption of lifelines. This text, relating to protection systems against falls from a height, requires that operators who are engaged in work at height must use protection systems suitable for the specific use. These are protection systems that must be made up of multiple elements, in line with what is provided for by technical standards, which cannot necessarily be used at the same time. The fixing of protective devices of operators must be carried out via lifelines, guides or connectors, which ensure connection to temporary structures or to stable parts of a building. Retractable devices, energy absorbers, connectors, lanyards, anchoring devices, harnesses and flexible guides are the elements that make up protection systems.

Maintenance and overhauls

It is not alone the installation of lifelines to be regulated, as the law also intervenes in relation to the maintenance of lifelines and their revisions. Since we are talking about instruments that are in all respects lifelines, it is essential that they are in optimal condition, in order to guarantee maximum safety for workers who operate on roofs or at high altitudes. The revisions, also indicated with the name of inspections, are governed by the UNI 11560 2014 standard, and can be of two types: visual inspections must be carried out once every two years, while the verification of devices and fixings must be carried out once every four years.

The frequency of inspections

These are the time which have been defined by law, but it is clear that this is an indicative frequency which, in the presence of particular situations, can be modified. For example, in the event that adverse conditions put the state of the lifelines at risk, it may be necessary to provide for more frequent inspections, so as to be sure that the fall protection system works correctly and adequately. The review procedure is divided into several phases, starting with the document check.

The technical drawing of the fall arrest system

The technical document of the fall arrest system It is a sort of collection in which the instructions for using the fall arrest system are provided and the access routes are indicated, as well as the inspection, testing and maintenance methods. In this document, furthermore, reference is made to the personal protective equipment considered most suitable for carrying out work at height on lifelines. The changes made to the system and the responsibilities for the operation of the lines are then reported, which may fall on the installers, the design technicians or those who performed the structural integrity check.
