The Naples Public Prosecutor's Office charges the nine people who have been subjected to as many precautionary measures, some of whom are managers of a bookshop in Ercolano, with various charges, including criminal association for the purpose of fraud.
According to investigators, in that bookstore, eighteen-year-olds who were beneficiaries of the culture bonus were summoned through intermediaries and procurers to monetize the benefit for a fee, simulating the sale of books.
In total, there are twelve suspects, many very young, among whom are intermediaries and procurers who, after having identified the 18-year-olds through the databases, contacted them to induce them to convert the voucher into money. The identification through the databases occurred thanks to Caf and other compliant structures.
The fraudulent mechanism was simple: simulate the sale of books and the provision of other cultural services by inserting the details and codes of the 'culture vouchers' into the MIbact computer system with the false declaration of the sale of books and other cultural services included in the attachment.
However, for the service offered, a percentage was retained, paid by recharging prepaid credit cards. Finally, the defendants requested full reimbursements of the benefits to the Mibact.
