Its development has clear legal implications which must therefore be analysed, studied and communicated with seriousness, rigour and transparency.
Thus the jurist Guido Clemente di San Luca talks about the birth of the first Italian university chair specifically dedicated to "Legality of the Laws of the Game of Football" which will be inaugurated on Monday 6 March at 11 am at the Department di Giurisprudenza dell 'University of In vitro and animal studies of Campania "Luigi Vanvitelli" a Santa Maria Capua Vetere.

The inaugural lecture of the new chair, which is born within the address in Right and sports management of the three-year degree course in Science of the Legal services of the University of Campania, will consist of an important seminar di studi dedicated to "Football Laws: Theory and Practice."
The meeting, aimed at outlining the general boundaries of the topic within the framework of the relationships between the sports system and the general system by recalling the main characteristics of sports justice, will be introduced by the director of the Department di Unicampania Jurisprudence, Raffaele Picaro.
With the latter, the president of the three-year degree course in Legal Services Sciences, Andreana Esposito and by the Pro-Rector of the University of Rome "Foro Italico", Gennaro Terracciano, and will be coordinated by Emanuel Rizzi, head of the sports editorial team of Adnkronos
To discuss the rules of the game of football and its application, also reasoning about legality and justice in the football system, at the speakers' table there will be the president of the FIGC, Gabriele Gravina and the president of the Serie A League, Lorenzo Casini.

"Within a course of study that aims to train young lawyers for the profession of sports manager - points out Guido Clemente of San Luca, author of numerous publications on football and law - teaching the legality of football rules".
"The latter will focus on a critical analysis of some of the key provisions contained in the Laws of the Game and the VAR Protocol. It aims to explain these rules, which exhibit all the characteristics of legal norms. As such, they are subject to interpretation."

The inauguration of the chair of Legality of the rules of the game of football will also be the occasion for the presentation of the latest book by Guido Clemente of San Luca "Football and Law" (Editoriale Scientifica, 2023) released just a few days ago.
A volume preceded by another by the same author and with the same publisher "Referees not judges" (2021), and even earlier in 2018 by "Football Championship and the Rule of Law" (edited by Guido Clemente di San Luca for Editoriale Scientifica).
This last book in particular collected the interventions of authoritative jurists at the end of one of the most controversial championships in the history of football. Serie A (the 2017/18 one won by Juventus over Napoli by 91 points and characterised by the now well-known disappearance of the audio between the VAR and the referee Orsato on the occasion of Inter-Juventus).
"It was from that moment on - highlights Clemente di San Luca - which has brought into public debate and into university classrooms the urgent need to explain that even the rules of football must fall within the rules of a constitutional state."
