The municipal council of Napoli The City Council approved the resolution for the Municipal Coastal Protection Planning and the operational, technical-administrative guidelines for coastal accessibility during the 2023 bathing season, "to promote the collective use of the city's coastlines while respecting the environmental assets involved."
The Municipal Coastal Defense Plan is an integral part of the pre-existing Municipal Emergency Plan for Hydrogeological and Hydraulic Risks, which needed to be updated.
The Coastal Defense Plan includes: a general section that collects all the information relating to basic knowledge of the territory, public and private human activities on the coastal strip, and any monitoring systems in place, aimed at developing potential damage scenarios that may occur in the area under consideration.
The planning guidelines, which identify the objectives to be achieved in order to organize an adequate Civil Protection response depending on the various scenarios (flooding/overflow, landslide, tsunami) and the event itself, indicate the components and operational structures designated to manage and overcome the emergency; the intervention model, which indicates the coordinated set of procedures and interventions assigned to the various components and operational structures of the municipal Civil Protection system to intervene, upon or shortly before the event, as provided for in the Coastal Defence Plan.

Finally, the plan outlines a differentiated coastal accessibility system (based on local characteristics and climate conditions) to promote collective use of the beaches in a rational manner and respectful of the environmental assets involved. This is achieved through the approval of operational, technical-administrative guidelines and related updates and additions.
The resolution also establishes that, for the 2023 bathing season (1 May - 30 September 2023), concessionaires will have to produce certified technical documentation suitable for guaranteeing the necessary safety measures.
"The city has been waiting for this measure for years," said Councilor Teresa Armato. "I therefore thank everyone who worked to achieve this result, which was achieved in such a short time."
Councilor Edoardo Cosenza added: "It's crucial to have clear rules for both offices and operators to ensure safe use of the Neapolitan coast."
