A Romanian prisoner with psychiatric problems vandalized two cells in the Carinola prison, in the province of Caserta. The man, who would be destined for an emu prison treatment (REMS), is in prison due to the lack of available places in adequate facilities.
“The situation requires the use of body cameras to document what police officers have to endure when faced with individuals who should not be in prison,” commented the Penitentiary Police Union (USPP).
The Uspp has underlined that the penitentiary policies of the last years have led to continuous failures, such as the healthcare entrusted to the ASL, the closure of the OPGs, the reduction of the staff justified by the dynamic surveillance and limitations in the use of technology for privacy reasons or for unjustified accusations to the staff. Finally, the union maintains that the policy should review the crime of torture.
The note states that the Uspp is considering joining the civil action in various trials against the inefficiencies of the system that put penitentiary police personnel at risk and facilitate attacks.
It has been reported that Carinola is short 70 officers due to a staff shortage. Despite this, the penitentiary police personnel are making enormous sacrifices to maintain order and internal security, but the situation is now unsustainable.
