Federsanità: only 1/3 of Italians know PNRR

Over 10 hours of live coverage, 200 journalists, public communicators, social media managers, and digital information creators, and 2.000 streaming views: these are the numbers from the second edition of the States General of Health Communication, promoted by Federsanità in collaboration with PA Social, which took place in Rome on September 13 and 14 at the historic Sala Folchi venue of the AO San Giovanni Addolorata.

Two days of discussion and debate on the theme of the National Recovery and Resilience Plan (Pnrr) and the importance of information, participation, and transparency in order to disseminate the objectives and goals of this major national undertaking across all regions. A survey by the Piepoli Institute revealed that only a third of Italians are familiar with this tool. For many, 'PNRR' remains an acronym that needs to be unraveled.

The goal of this second edition of the States General was to define the cornerstones of a communications plan that will engage professionals, institutions, trade associations, and citizens. "Those involved in communications," explained Tiziana Frittelli, national president of Federsanità and general manager of the AO San Giovanni Addolorata hospital, "share knowledge, values, and professionalism. Choosing to engage in healthcare communications means choosing a culture of health, as the pandemic has also demonstrated."

"A technique," he continued, "that belongs to all those who work in the network of personal care, as confirmed by the authoritative partners of the General States for Health: ISS, Agenas, Anci, Fnomceo, Fnopi, Tsrm, Fofi, Cnoas, Formez, as well as all the main national institutions, namely the Ministry of Health, the Ministry of Labor and Social Policies, the Conference of the Regions, the Lazio Region, and Aran, which have granted patronage to the event."

"Institutions," Frittelli further emphasized, "may choose silence, but citizens seek their own truths and form their own opinions. And healthcare agencies, like all public administrations, have a responsibility to foster ideas and, therefore, behaviors among citizens that safeguard their own health and that of others. The opposite is mistrust. It's an ethical choice."

The work alternated institutional interventions and roundtable discussions to strengthen synergy and enhance dialogue between public health communicators, professional bodies, and industry associations. This will help multiply, through personal, traditional, and media channels, the impact and, therefore, the effectiveness of the actions envisaged in the National Recovery and Resilience Plan, contributing to the creation of a clear message to be conveyed from central to local levels.

A process that, by fostering knowledge and awareness, transforms the meaning of the PNRR from denotative to connotative, increasing, with a focus on participation and transparency, the authority of institutions, increasingly convinced that trust is not earned through forceful declarations, but through concrete actions and actions that demonstrate citizens' continued commitment to health promotion.

"The pandemic," declared Health Minister Orazio Schillaci in his inaugural message, "has highlighted even more the professionalism, passion, and great sense of institutions that support the strategic management of local health authorities and public hospitals, contributing to increasing citizens' health literacy and promoting health in the population."

"In this sense," the government representative continued, "the Network of Public Health Communicators, with its ability to foster dialogue, participation, and a sense of belonging, is invaluable in spreading awareness that the PNRR is not simply an acronym created in Europe, but a unique opportunity to modernize the National Health Service, and Italy as a whole, and one that requires everyone's contribution."

A clear take-home message concluded the second edition of the States General of Health Communication: it is essential to establish a structured technical panel with participation from national institutions as soon as possible to focus on shared trajectories, vision, projects, and actions so that the PNRR can truly produce the best possible impact on the country, thanks to everyone's contribution. This is the method: training, research and measurement of outcomes, dissemination of knowledge and best practices.
