In Campi Flegrei, in the event of a volcanic eruption, approximately 500.000 people would be involved in the evacuation.
Article Key Points
The Campania Region has updated the evacuation plan considering the 2019 'Exe Flegrei' exercises.
According to Italo Giulivo, general director of public works and civil protection for the Campania Region, in the event of an eruption, people would be evacuated autonomously if they have a second home far from the red zone, otherwise in an assisted manner.
People would gather in waiting areas, from where they would be transported by means of the mobility system to the meeting areas, already located far from the danger zone, and then to the reception areas in the municipalities of the regions with which twinning agreements have been established.
Giulivo explained the need for twinning with other regions rather than keeping evacuees in Campania, stressing that the system cannot predict when people will be able to return to the areas affected by the eruption.
A massive displacement in Campania would cause difficulties in providing essential services such as schools and hospitals for a prolonged period. In addition, residents in the yellow zone, affected by the accumulation of ash, will be relocated to Campania, based on the direction of the winds, since an accumulation of more than 50 centimeters of ash on roofs could cause the collapse of the most fragile structures.
Giulivo also discussed the Campi Flegrei decree law, which provides for actions to assess the vulnerability of public and private buildings and improve knowledge of the seismic microzonation of the affected municipalities.
Buildings that, due to age or other structural criticalities, should be evacuated in the event of further seismic swarms, will be identified. A plan to survey the infrastructure network is being developed, with the involvement of territorial stakeholders.
To deal with volcanic emergencies in Campi Flegrei, similarly to those of Vesuvius, escape routes are being prepared, even within municipalities. The Campania Region has funded municipalities to update and complete internal planning to deal with any volcanic and hydrogeological emergencies.
The connection between the port of Pozzuoli and the ring road has been completed
The connection between the Pozzuoli port and the ring road has been completed, but work is now underway on managing the tunnel. The evacuation plan in the event of eruptive activity takes into account the 'Exe Flegrei 2019' evacuation tests and the planned meeting areas are already outside the red zone, ensuring that people reaching these areas are already far from the danger zones.
The methods of removal require that the routes between those who leave independently and those using public transport do not cross, and all the necessary information has been collected to ensure that the routes involved are sustainable, even if they need to be improved and assessed for any critical issues.
