The Council of Ministers has approved the draft decree law for the Campi Flegrei, presented by the Minister of Civil Protection Musumeci.
Article Key Points
“The Council of Ministers has approved the decree law on Campi Flegrei. 52,2 million euros have been allocated, all financial resources made available by the State.” This was stated by the Minister for Civil Protection Nello Musumeci at a press point outside Palazzo Chigi.
“We need to be cautious at this time, there is no need to panic, we must not underestimate what has happened and we must not even create easy alarmism. government intervened promptly, with preventive measures that will not put an end to the seismic swarm but that will allow us to better understand the centuries-old phenomenon and to be able to coordinate with local institutions to deal with any emergency that may occur". This was stated by the Minister for Civil Protection, Nello Musumeci, at the end of the cabinet meeting that approved the decree on the Campi Flegrei.
A risk analysis in the built-up areas affected by bradyseism, for their safety, and an evacuation plan to be developed within the next three months. These are the key points of the decree that Palazzo Chigi approved in the Council of Ministers to deal with the renewed emergency in the Campi Flegrei area, increasingly under the spotlight for the constant bradyseism phenomena that worry citizens and institutions.
The four points of the plan
The plan consists of four points: a study on the seismicity of microzones, a risk analysis of private and public buildings and a program to intensify seismic monitoring and structures.
The evacuation plan will be drawn up – in coordination with the Campania Region, the Prefecture of Naples, the interested territorial bodies and administrations – within ninety days of the date of entry into force of the decree. There will be no shortage of tests through exercises. For this reason too, the installation of Civil Protection signs is planned in addition to a communication plan that will also involve schools, where one million brochures have been distributed, and journalists.
The Campania Region will coordinate the activities for the verification and identification of the critical issues to be overcome to ensure the functionality of the transport infrastructures and other essential services, in coordination with the municipalities involved. The Civil Protection system will therefore also be strengthened and temporary areas and structures will be set up for the possible reception of the population.
About the funds, fifteen million will be reallocated through a new chapter of the autonomous budget of the Presidency of the Council of Ministers destined for Civil Protection, while another 37,2 million will come from resources already allocated for the prevention of seismic risk.
In the next few hours, meanwhile, the first evacuation tests will begin from the hospitals of Campi Flegrei, while some municipalities, such as that of Pozzuoli, have already moved forward by arranging checks on owned buildings. In Bacoli, instead, the administration is creating a database of vulnerable citizens. At the same time, the preparation of the official plan that the health committee is preparing to be implemented in case of danger will also begin.
Also being examined are all the health facilities in the affected territories and the possibility of moving patients to other hospitals or clinics in the event of evacuation, as provided for by the Campania Region regulations.
