In the last quarter alone, as part of a broader effort to combat the illegal economy, the military personnel of the Provincial Command of the Guardia di Finanza of Naples reported to the competent authorities 39 individuals illegally engaged in the activities of taxi driver, tour guide, parking attendant and beautician.
18 of them were reported to the AG, under various titles, for repeat offenders and for resisting and threatening a public official.
In particular, the financial police of the Pronto Impiego Group, the II Group, the 1st and 2nd Metropolitan Operational Nucleus, the Companies of Torre del Greco, Massa Lubrense, Ischia and the Capri Tenancy carried out checks, mainly, in the areas with the highest concentration of tourists, from the landing places for the islands of Capri and Ischia, to the city port, to the Capodichino airport and the Naples Central Station.
Taxi drivers
The checks allowed us to report to the competent authorities 10 people intent on illegally exercising the activity and seize 9 cars. One of the individuals was also reported for resisting and threatening a public official, as he refused to provide his personal details and, subsequently, railed animatedly against the operators.
The illegal taxi practice is mainly practiced near bus stops or near the Central Station or Metro stops, using multi-seater cars so as to be able to transport multiple passengers at the same time.
For longer journeys, especially from the centre of Napoli towards the most touristic locations, the price charged can even reach 100/150 euros.
Private individuals who use their cars as taxis without municipal authorization are considered illegal.
This conduct is punishable, depending on the case, with a fine ranging from €1.812 to €7.249, confiscation of the vehicle and suspension of the driving licence, up to its revocation if the interested parties are found to be working illegally twice in three years.
The activities have been extended, in certain circumstances, to taxi drivers with regular authorization.

In the nightlife areas (Coroglio, Riviera di Chiaia and the Neapolitan seafront) and the Maradona Stadium, 26 illegal parking attendants were identified and reported to the Prefect, 17 of whom were reported to the AG as repeat offenders.
This conduct is punishable by a fine of between 769 and 3.095 euros. In case of repeated violation, the offender is reported to the Judicial Authority and punished with imprisonment and a fine.
In addition, multiple inspections were also carried out against regular garage managers. In some city areas, the rate is 10 euros per hour. As a result of the activities carried out, a high number of tax irregularities were detected.
During the aforementioned checks, among other things, an “illegal” worker was identified who, to favor his “owner”, parked 6 cars, formally registered to him, all without insurance coverage, in the “blue” parking spaces outside the garage, with the aim of inducing motorists to use the aforementioned paid parking. The cars, two of which were subjected to “fiscal clamps”, were seized.
Further activities carried out illegally
In Capri, the military of the local Tenenza identified, at the tourist port and the famous “Grotta Azzurra”, 2 individuals who were practicing the profession of tourist guide without the required qualification, contesting an administrative violation for which a fine of 3.000 to 10.000 euros is foreseen.
Furthermore, a well-established beauty studio completely unknown to the tax authorities was discovered. The owner worked as a beautician and hairdresser, despite not having any type of authorization. A tax audit was started against the woman, aimed at reconstructing the amount of evaded taxes.
The activities conducted by the Fiamme Gialle of Naples demonstrate the constant commitment of the Corps in implementing territorial control by combating all forms of economic crime, to protect businesses, consumers and citizens who act legally.
