The military personnel of the Carabinieri Forestale Nucleus of San Gregorio Matese, with the assistance of the Head of the Technical Area of the Municipality of Castello del Matese, carried out a building inspection on a building under construction in the locality of “Torello”.
The verification highlighted the total discrepancy between the interventions communicated via CILA (Certified Work Commencement Communication) relating to structural local repair and energy efficiency interventions compared to those carried out which consisted of the demolition of the existing building and the reconstruction of the same .
In light of the investigations carried out, having noted that the works were carried out without any permit in an area subject to multiple restrictions, the aforementioned military personnel proceeded with the preventive seizure of the entire building under construction and consisting of a load-bearing structure with a reinforced concrete frame on two levels, ground floor with horizontal ceiling and first floor with sloping roof.
A completely illegal building had been built
The area affected by the works is landscaped for inclusion in the Territorial Landscape Plan "Ambito Massif del Matese" approved with Ministerial Decree 04 September 2000 by the Ministry for Cultural Activities, as well as falling within the protected area of the Matese Regional Park and Special Area of Conservation called “Matese-Casertano” Site IT8010013 of the Natura 2000 Network.
The owner of the building and the director of the works were reported to the Judicial Authority, in a state of freedom, for having integrated crimes in urban planning-building and seismic matters, disfigurement of the landscape, damage to a protected area and deterioration of a Natura 2000 site.torello
