On Thursday 16 November, Cidis Impresa Sociale received from the municipality of Giugliano in Campania the keys to the first confiscated property assigned to it. The assignment of the property located in via Ripuaria, comes after years of intense work in the territory. Through the Offices active in the territory, Cidis operators have already had the opportunity to learn about the needs of the population in a place where there are different forms of hardship and strong economic and social insecurity due to the progressive dismantling of social support measures and a general weakening of traditional systems of personal integration. Knowing these fragilities, CIDIS has already decided to qualify the confiscated property as a space open to the needs of the territory and a place of aggregation and social cohesion.

The President immediately clarifies that the principles that will guide the social reuse of the asset
confiscated will be: the affirmation of the culture of legality, rights and active citizenship as necessary for the territory and an immediate connection between economic and social development and redemption of the territories that passes through the use of the asset.

However, Giugliano is the first property confiscated from organised crime managed
from the association. Confiscated assets in Campania
There are 7686 confiscated assets in Campania, 16,50% of the total confiscated assets in Italy. The action of the Campania Region in the area of confiscated assets is defined starting from the provisions of Regional Law no. 23 of 12 December 2003, later repealed by Regional Law no. 16 of 2012 April 7 "New interventions for the valorization of assets seized and confiscated from organized crime" (as modified by subsequent regulatory interventions with regional laws 3/2018, 30/2018 and 60/2018).
Law 7/2012 sets, as general objectives, the return of confiscated assets to the community and the definition of policies aimed at promoting sustainable reuse projects capable of positive social, economic and employment impacts through the definition of social and solidarity economy networks and districts. The social reuse of confiscated assets, in fact, according to the provisions of art. 2, is recognized "as a tool for preventing and combating criminal phenomena, promoting the principles of legality, solidarity and social inclusion, an opportunity for a
model of sustainable and inclusive territorial development" and the Region promotes and supports it through an integrated system of interventions, based on the principles of legality and transparency.
The story of the confiscated property
The property confiscated from the Camorra became state property in 2016, after a long operation conducted by the DIA of Naples to dismantle the dense network of criminal relations of the association between the Petrone clan and the Cimmino clan in the area surrounding the Arenella and Vomero districts of Naples. The operation led to the arrest of Raffaele Petrone, 72, considered a top member of the Caiazzo-Cimmino clan, later convicted of simple criminal association aimed at forgery and fraud, extortion, robbery, smuggling, arson, theft, embezzlement, crimes against public administration.
Assets worth €800.000,00 were seized, including two villas in Varcaturo in Giugliano in Campania located in Via Ripuaria. Both villas were built thanks to the great influence that the Petrone Clan exercised with one of the affiliates of the Mallardo Clan of Giugliano, Sabatino Granata known as “Champagne”, one of the two was the summer residence of Raffaele Petrone, regent of the Cimmini-Petrone Clan, where he spent part of his holidays in the Phlegraean area.
