One hundred and eighty new hires will be added to the 887 made last June by the Municipality of Naples.
The imminent publication of the call was announced during the meeting 'The new Ccnl Local functions, resources and opportunities. The Naples case: new hires, reorganization, shared decisions'. In detail, the new competition includes the selection of 30 socio-educational management instructors, 50 support teachers, 50 local police officers and 50 technical management instructors.
The meeting, which took place this morning in the Sala dei Baroni of Castel Nuovo, saw the participation of the general director of the Municipality of Naples Pasquale Granata, the councilor for the budget Pier Paolo Baretta, and the general secretaries of Cgil Fp Serena Sorrentino, Cisl Fp Maurice Petriccioli, and Uil Fp Dominic Proietti.
“The Manfredi Administration realized that the first thing to do to face a difficult challenge such as that of administering a city like Naples was to rebuild an administrative structure that in recent years, as has happened in all the municipalities of Italy, had suffered a strong depletion of personnel, both in numerical and qualitative terms”, the general manager recalled Easter Granata.
And then he added: "Therefore, we chose to invest in human capital with competitions, economic and career progressions and staff training. Thanks to this path that has been started, Naples is seen as a model of good practices that can also be an example for other Italian realities".
“The tools chosen by the Manfredi Administration are right: focusing on hiring and strengthening staff is crucial to improving administrative capacity and creating a service model that is increasingly citizen-oriented, also taking advantage of the opportunities that come from technological innovation – Sorrentino stressed – As a trade union organization, we ask the Government to take on extraordinary support for the Municipalities so that they have the tools to enhance professionalism and can start the hiring processes”.
"Unfortunately, in recent years public work has been heavily penalized: contracts have not been renewed, severance pay has been deferred and salary levels have remained basic. The request we make as a union - explained Proietti - is to implement the plan signed in March 2021 with the Draghi Government to put public work at the center because it is fundamental for all other sectors of the country".
“In addition to the issue of salaries, we also have other important issues, among which the fundamental one is that of hiring. Services cannot be privatized, but must have adequate staff and professionals within them. The Municipality of Napoli – Petriccioli stated – represents a good example because it is putting these issues at the center to be able to make a leap forward for the city”.
“If like the Municipality of Naples – concluded Baretta – it has avoided financial ruin, reorganized the municipal machine and hired almost a thousand new employees, it is also because a good system of union relations has allowed it to overcome difficult times.
Today, the demand for services is growing among citizens and we must guarantee answers by improving the quality of the offer. The discussion between the Administration and the unions must therefore intensify by entering into the merits of many open problems: from new competitions to rankings; from welfare to agile work”.
