“In the metropolitan area of Napoli the phenomenon of 'black market' rentals and the absolute unavailability of rental accommodation is becoming increasingly worrying.
In the survey promoted by UDU, the University Students Union, among out-of-town students it clearly emerged that the city of Naples is the one with the highest rate of presence of rents in 'black'.
In fact, out of a registered population of 31.000 out-of-town students, there are only 2.000 rental contracts regularly registered”. This is what we read in a press release from Sunia, the union of tenants, assignees and owner-users.
“This is it – adds Sunia – a phenomenon already reported in the past and on which a major investigative activity had been launched by the Guardia di Finanza itself, which carried out an excellent job that led to important results in terms of understanding the phenomenon.
However, in the city of Naples it is impossible to find a rental accommodation according to the rules, especially for out-of-town students, immigrants and foreign workers. Obviously, we cannot ignore the phenomenon related to the cost of rented accommodation which, notoriously, has increased by 21% compared to three years ago”.
“The housing issue – according to Sunia – must be addressed urgently, with measuresyou forget aimed on the one hand at controlling speculation on rents, on the other at increasing the measures to support the rental market, currently cancelled by the current government, taking into account that the impoverishment of people is leading to a very strong increase in evictions for non-payment of rent which, in our region, have already reached the figure of over 12.000 close to execution, data that is also confirmed by a recent report from the Ministry of the Interior”.
“There are over 31 thousand – concludes Sunia – citizens included in the regional ranking for obtaining ERP housing, but at the moment it is enough to consider that in the whole region there are a maximum of 150 housing units available so it is easy to imagine that these citizens will wait years to fulfill the impossible dream of a public house.
On these issues and on the need for a national framework law to seriously address the housing problem, Sunia has promoted a popular petition that aims to collect thousands of signatures to submit to the presidents of the Chamber and Senate a comprehensive proposal to address the housing problem".
