There are public administrators and entrepreneurs from Pozzuoli and Naples among the 11 people affected by an order applying personal precautionary measures issued by the GIP of the Court of Naples, at the request of the Public Prosecutor's Office - Second Section "Crimes against Public Administration".
The former mayor of Pozzuoli , Vincenzo Figliolia , has ended up in prison on charges ranging from bid-rigging to corruption, as has the former head of regional policies for the Democratic Party, Nicola Oddati, but also the Pozzuoli entrepreneur Salvatore Musella (who allegedly benefited from a contract brokered by the municipality) and Giorgio Palmucci, current vice president of Confindustria Alberghi Italia and former president of ENIT.
Two of the entrepreneur Musella's collaborators are placed under house arrest, and some professionals are required to report to the police. Former Calabria regional councilor Sebastiano Romeo and Luciano Santoro , former provincial councilor in Taranto, are required to sign in for alleged bribes .
The order was issued following detailed investigations by the police and the Guardia di Finanza which revealed:
The facts being examined by the magistrates of the second section - "Crimes against Public Administration" - of the Public Prosecutor's Office of NAPLES (additional prosecutor Sergio Ferrigno, deputy prosecutors Immacolata Sica and Stefano Capuano) concern, therefore, disturbances in the tender for the concession of the Rione Terra of Pozzuoli; hypothesis of corruption for the awarding of another public concession; alleged illicit intermediations both for the business of the conversion of the Rione Terra into a hotel structure and also for other public contracts.

House arrest has been placed on two collaborators of the entrepreneur Musella: Salvatore Della Corte and Gianluca Flaminio . The obligation to report to the judicial police has been served on Giovanni Bastianelli (at the time the executive director of ENIT), Angelo Tortora , an employee of the municipality of Pozzuoli (believed to be a collaborator of Figliolia), Antonio Carrabba , a collaborator of Musella, Sebastiano Romeo, a former regional councilor in Calabria and candidate for provincial secretary of the Democratic Party in Reggio Calabria, and Luciano Santoro, also of the Democratic Party, candidate for the provincial secretary of the Democratic Party in Taranto, former municipal councilor in Grottaglie, and former provincial councilor in Taranto.
