The mayor of Palma CampaniaNello Donnarumma, 36, elected with a civic coalition, was arrested as part of an investigation, coordinated by the Nola Public Prosecutor's Office and conducted by the Carabinieri of the Castello di Cisterna investigative unit and the Carbonara di Nola station, into alleged cases of illegal conduct of tender procedures.
Eight people are under investigation, two of them under house arrest, three under a residence ban, and three under a one-year ban from contracting with the public administration, according to the order issued by the investigating judge of the Nola Court and executed by the Carabinieri. The alleged crimes, to varying degrees, include corruption, interference with the freedom of auctions, forgery of public documents, misdirection, and unauthorized subcontracting.
Among the recipients of the ordinance, in addition to the mayor of Palma Campania, are two municipal employees and five entrepreneurs.
The precautionary measure is the epilogue of complex investigative activities, conducted between 2021 and 2022 by the Investigative Unit with the assistance of the Carbonara di Nola Station, which made it possible to reveal the irregular management of the aforementioned local authority, characterized by the systematic subservience of public authorities to particularistic and clientelistic interests.
In particular, the investigations have allowed the collection of multiple pieces of evidence regarding the unlawful conduct of various tender procedures, such as those concerning road maintenance, maintenance of green areas, renovation work at certain school buildings and coring operations on land affected by waste dumping: the aforementioned procedures would have been disturbed in such a way as to predetermine their outcome in favor of the winning entrepreneurs, often identified as figures favored by the political component of the local authority, which would appear to have exercised its undue interference in the discretionary sphere of the managers in charge of the competent offices.
The elements acquired also led the Judge for preliminary investigations to identify the configurability of multiple episodes of corruption in which the subjugation of the public function, related to the awarding of contracts for works, services and supplies, would have taken place in exchange for money or other benefits and, among other things, towards the electoral gain connected to the hiring, by the entrepreneurs who benefited from the contract, of individuals reported by public officials.
