Over half of the inclusion allowances (Adi) paid at the end of January were allocated to families residing in Campania and Sicily, or 53,76% of the total. This is what emerges from an INPS table on the regional subdivision of the allowance introduced in 2024 to replace the Basic income.

In Campania, 83.355 Adi cards were issued, while in Sicily, 71.311 were issued. The population of these two regions represents 17,67% of Italians.
The table shows that in the South and the Islands, a total of 224.461 checks were paid, accounting for 78,02% of the total, a percentage that exceeds that of the Citizen's Income, which in the November 2023 allowances had reached 65,59%.
In practice, more than three out of four of the first Inclusion Allowances paid are destined for the South, compared to one out of three of the Rdc.
About one in four applications already processed has been rejected due to lack of requirements, but the Government has nevertheless hypothesized a target group of approximately 700 thousand families who could be beneficiaries of the measure.
In Lombardy, with almost 10 million inhabitants (9.976.509) and 16,91% of the Italian population, only 12.304 checks were issued, equal to 4,28% of the total.
In the entire North, 33.261 inclusion checks arrived in the first round, accounting for 11,56% of the total, while in the Centre, 29.982 inclusion checks arrived, accounting for 10,42% of the total.
The region with the fewest ADI cards is Val d'Aosta with just 135 checks, followed by Trentino Alto Adige with 201.
The regions with the most ADIs after Campania (83.355) and Sicily (71.311) are Puglia (27.628) and Lazio (21.246).
The 287 thousand families who will be able to access the payments will receive a text message with the invitation to go to a post office to collect the Carta di Inclusione on which the amount of the check is credited. The average payment was 645 euros per household. There is time until January 31 to submit requests for the Inclusion Check.
The data confirms the trend in the South
The data on the disbursement of Inclusion Allowances at the end of January confirm the trend in the South, which has already characterized the first releases of the Citizenship Income.
In Campania and Sicily, in fact, more than half of the benefits were paid out, even though the two regions represent only 17,67% of the Italian population.
An explanation for this trend could be found in the fact that the Southern regions are characterized by a higher rate of poverty and unemployment than the rest of the country.
Furthermore, families in the South are often larger and have fewer economic resources than families in the North.
The provision of Inclusion Allowances in the South is a positive signal, which demonstrates that the Government is taking into consideration the needs of the most fragile families.
However, it is important that the resources allocated to this measure are sufficient to meet the needs of all families who are entitled to it.
