"The state? It only takes care of companies that operate in the public health sector when it wants to make money." He declares it, in a note, Gennaro Broya of Lucia, president of PMI Sanità, the national association of small and medium-sized enterprises committed to supplying hospitals with the materials needed for diagnosis and treatment.
"Last January 3rd - continues de Lucia - A circular (no. 1) has been published, jointly signed by the State General Accounting Office and the Head of the Department of Civil Service, providing initial operational guidance on combating late payments by public administrations. These rules, which also prevent managers (including top executives) from collecting at least 30% of bonuses in the event of violations of maximum payment deadlines, have been applied virtually everywhere except for National Health Service entities, where, so far, the greatest delays have been recorded!
"Think - underlines the leader of PMI Sanità - In 2023, only six regions met the 6-day legal deadline for paying invoices, with peaks of 60 days in Calabria. And what is the government doing? It's mocking us by deciding, incomprehensibly and detrimentally, not to apply the circular to NHS entities, thus excluding companies in our sector from streamlining payments. This is simply scandalous.
