Campania, regional plan on families and birth rate approved

The Regional Council of the Campania, at the end of a technical meeting and the discussion with the President of the Campania Episcopal Conference Mons. Di Donna, the Forum of Family Associations of Campania, Caritas, the Diocese of Naples and lay associations, approved the first block of initiatives to support the family and birth rate.

The proposed law will soon be presented to the Regional Council, incorporating the legislative proposals put forward by several regional councilors. It also includes the establishment of a Regional Observatory to monitor the Plan's implementation, and a renewed focus on childcare centers and foster care issues. Meanwhile, the Regional Council today approved important and concrete measures, starting with a €600 bonus for the second child.

The measures include: the first is "Work-Life Balance Measures," worth €10 million, with the goal of "strengthening the provision of welfare services and their accessibility to better balance the work-life balance of employed women and/or women seeking employment." The following services are provided: babysitting, access to authorized nursery schools for children aged 0-3, access to afternoon childcare, a playroom for children aged 3-12, and the establishment of career guidance desks for unemployed women seeking employment.

The second measure is "Voucher for the provision of the single allowance for second-born children," amounting to €10 million: "This innovative and experimental initiative provides for the provision of vouchers worth a total of €600 to families with subsequent children. The Region will make arrangements with hospitals and/or registry offices to track each new birth for the timely provision of the voucher and will activate agreements and agreements with healthcare and paramedical facilities available to provide services and supplies for the use of the voucher, which is also valid for the purchase of baby products (powdered milk, diapers, etc.)."

These are the other measures: "Support for Minors' Healthcare Expenses," amounting to €5 million, "this measure is also innovative and experimental and provides financial support to families with children up to 10 years old and an ISEE of up to €12.500, through the reimbursement of dental medical expenses and treatments and/or specialist visits not covered by the National Health Service incurred for minors, up to a maximum of €500." The voucher measure "for access to nursery schools for families meeting the ISEE requirements for fee reduction," amounting to €2023 million, has also been renewed for the 2024-5 school year. The measure provides for the provision of vouchers of up to €3 for the payment of nursery and micro-nurseries fees, aimed at families with children aged 0-36 months.

The value of the voucher will be adjusted based on the ISEE indicator of participating families, which will be detailed in the specific regional public notice. The final measure adopted is "Promotion of foster care and joint parenting," worth €3 million, with the aim of "strengthening family centers by enhancing the proximity of local services and parenting support to citizens through initiatives specifically aimed at protecting joint parenting for separated parents, promoting foster care procedures, including difficult foster care, adoption, and child protection."
