The riot broke out the day before yesterday in the Santa Maria Capua Vetere prison, where a group of troublemakers refused to return to their rooms, instead taking over the Volturno section and destroying prison administration property. This was all because the Surveillance Magistrate had refused to grant an inmate mourning leave, a risky permit given the criminal background.
For the general secretary AS.P.PE-CON.SI.PE Claudio Markangeli, "Unfortunately, despite the many treatment programs implemented for inmates at Santa Maria Capua Vetere prison, this has not stopped them from adopting violent and aggressive attitudes towards Sammarinese prison officers, who, since 2021, have been the target of attacks and trials for quelling the riots of the time, with some of them still suspended from duty."
For the regional secretary of Campania CON.SI.PE confederation of Penitentiary Police unions Louis Castaldo, "Unfortunately, Campania's prisons are in disarray. Staffing is limited and unable to ensure safety. Many psychiatric inmates are unmanageable in the general prison wards, causing ongoing critical incidents that jeopardize everyone's safety."
The two unionists urge government intervention to remove psychiatric inmates to suitable facilities with appropriate medical treatment, while simultaneously adopting alternative reward measures for those inmates who have demonstrated adaptation to prison re-education. For the remaining inmates who are instigating riots, they should be removed from community life and removed from open prison regimes. Given the serious risks faced by front-line prison officers who are not equipped with adequate defense equipment, it would be advisable to equip prison officers with tasers to prevent assaults and serious scuffles.
CON.SI.PE stands with the Sammarinese Penitentiary Police personnel who, in this particular historical period, are under stress due to these serious critical events, and legal action will be taken to protect the well-being of the personnel involved. No prophet is a prophet in his own country.
For Castaldo "The position of the Campania Prison Ombudsman, Dr. Samuele Ciambriello, is incomprehensible. As always, there's a disconnect between what is being said and the reality of those on the front lines in prison. As was done in 2021, it wouldn't be a bad idea to release the recordings of yesterday's riot to understand what prison is like today.
In addition to all this, there is a lack of specialized figures in the field: educators, psychologists, psychiatrists, doctors and suitable administrative staff".
