Pompeii, the Sarno River was polluted, the "Superplastik" was seized

He polluted the Sarno River with waste from his company's plastic processing on the outskirts of Pompeii. This morning the factory was seized and the owner was reported.

In fact, the Carabinieri of the Environmental Protection Group Command of Naples, in execution of a preventive seizure order issued by the GIP Office of the Court of Torre Annunziata, at the request of the Public Prosecutor's Office of Torre Annunziata, proceeded with the seizure of a company, located in the Municipality of Pompei, whose legal representative is considered responsible for the crimes of environmental pollution and illegal discharge of industrial wastewater in the Consolidated Environmental Act (Legislative Decree 152/2006).

In particular, the investigations, carried out by the Carabinieri of the NOE of Naples, who availed themselves of the essential technical collaboration of ARPAC, and coordinated by the Public Prosecutor's Office of Torre Annunziata, have allowed to ascertain that the activities of the company "SUPERPLASTIK srl" of Pompei, operating in the sector of production/processing and subsequent painting of plastics, would have taken place in violation of environmental legislation regarding the discharge of waste water into watercourses and waste management, with consequent serious pollution of the soil matrix and the aquifer.

Specifically, the military of the NOE of Naples, during repeated checks, found that the runoff water from the yards, where coloured paints and various types of waste to be disposed of were illegally stored, flowed into some collection grids, whose final destination was 2 underground dispersion wells. As for the state of the quality of the waste water, the biological results of the ARPA analyses revealed high concentrations of heavy hydrocarbons, which, having poor solubility in water, caused their accumulation in the underground with serious toxic effects.

Chemical and physical investigations on the wells in question revealed contamination, resulting precisely from the leaching of hazardous substances, due to the uncontrolled storage and abandonment of unsorted and special urban waste, including hazardous waste, on unpaved areas. This contamination also affected the soil/subsoil matrix itself and, even more seriously, the groundwater, which slowly flowed toward the Sarno River bed and thus toward the sea.

Furthermore, the NOE officers were able to ascertain, as a symptom of the suspect's complete lack of sensitivity to environmental protection, that, despite the instructions already issued following a previous inspection, in which similar violations had been identified, no follow-up had been given.

Today's precautionary measure, necessary to prevent further damage to the surrounding environment and the Sarno River, is part of a broader and more detailed investigative effort conducted by the Carabinieri of the Naples Group of the Environmental Protection and Energy Security Command, with the technical assistance of ARPAC, and which is still ongoing.

Operation coordinated by the Public Prosecutor's Office Torre Annunziata, aimed at ascertaining and removing the causes of pollution of the Sarno river and its tributaries, concerning companies located in the catchment area of ​​the said watercourse, in order to identify illegal discharges of industrial wastewater flowing directly and indirectly into the Sarno river and to interrupt illegal activities that affect the health of the said watercourse, without, however, neglecting the significant negative impact on the same, caused by faecal discharges from some municipalities, still without a sewerage system and/or not yet collected at existing purification plants.

171 complaints and two arrests for pollution

The above-mentioned investigative activity has led up to now, for the sole purpose of the Public Prosecutor's Office, Torre Annunziata, to the carrying out of 298 checks (of which 158 with non-compliance results), to the adoption of 46 seizure orders, total or partial, of companies or production plants, to the imposition of 29 administrative sanctions, to the reporting at liberty of 171 individuals and to the arrest of 2 people for a variety of environmental crimes, including environmental pollution.

All this in the face of a total, referred to the entire Sarno river basin, including the activities coordinated by the Public Prosecutor's Offices of Avellino and Nocera Inferiore, of 535 checks (279 of which with non-compliant results), 90 seizure orders, total or partial, of companies or production plants, 84 administrative sanctions imposed, 312 people reported in a state of emergency.
