The football lobby has presented an amendment to restore the Growth Decree, which was anticipated by the newspaper Done. The amendment, presented by Forza Italia through its president-patron Claudio Lotito, proposes to extend the tax relief that allows paying taxes only on half the salary of players purchased from abroad until the end of 2028.
This surprise move is useful for Forza Italia and Lotito to start a negotiation with the government, even though the extension of the Growth decree for the next five years is politically unsustainable. The measure is worth 1-2 million less than the purchase and, even though it is proportional to the salary, it is seen as a state alms.
The government had approved a Milleproroghe decree that provided for the extension of the Growth Decree at least for the winter transfer market session. However, Matteo Salvini's League had opposed the measure, causing its cancellation in the Council of Ministers.
The Minister of Sport, Andrea Abodi, is in favor of the extension and has declared that “Parliament is sovereign”. Therefore, Forza Italia's amendment to the Milleproroghe decree was presented to Parliament to circumvent the political veto of the League.
The unknown factor remains the timing: it is necessary to understand whether the extension would save the January market purchases currently underway retroactively and how long the proposed five-year period will actually last.
The main objective is the next summer transfer market session, when the most expensive purchases are made. Although the government decided to abolish the Growth Decree last October, the football lobby continues to push to restore it in every useful measure.
