The President of the Court of Napoli Nord, Luigi Picardi, declared the structure of the court, located in Aversa and with jurisdiction over 38 municipalities between Naples and Caserta, substantially inadequate.
He specified that there is one judge for every 11.500 residents, which is the most unfavorable ratio in the district. This statement was made during the inauguration of the 2024 judicial year.
Picardi expressed his intention to ask for a further review of the organizational structure, arguing that previous predictions had been quickly contradicted by the daily reality of the judicial system.
Currently, the court is composed of a president, 7 presidents of sections and 78 magistrates. According to Picardi, the population served by the court is significantly higher than that of other courts in the district and other regions, placing it in fourth or fifth place in Italy in terms of population served.
Picardi also highlighted the lack of courtrooms, saying that the courtrooms currently available are inadequate for the needs of the court. Only four courtrooms are equipped with a videoconferencing system, despite the need to conduct many trials with defendants under special restrictions or protection programs. This has caused delays in hearings and the need to “transfer” them to other courts in the district, if possible. Picardi concluded that efforts are being made to address this situation, looking to transfer some activities to other locations and create additional courtrooms. It is hoped that these changes can be implemented this year.
