The processions of the Madonna dell'Arco in Naples, typical of the pre-Easter period and Holy Week, are faced with new rules and costs for the fugitives.

The Municipality or the Municipality may exempt from the payment of the surveillance service only if the request for moral sponsorship is presented by the parish priest or the Curia. Otherwise, the sponsorship will be denied.

The first demonstration to suffer the consequences was the one organised by the Madonna Santissima dell'Arco del Association Rione Sanità. The III Municipality - as anticipated by fanpage.it - denied the moral sponsorship, necessary for the closure of via Bernardo Celebrano, since the request had been presented by private citizens and not by the parish priest.

Another procession in the San Giovanniello area suffered the same fate. In both cases, the fugitives were directed to the Naples Police Headquarters to request authorization for a procession, without closing the road.

The new rules have been in effect since last December, with the entry into force of the new Naples Local Police regulations. Private citizens who request a road closure for a demonstration must pay the cost of the security service.

Exemption from payment is possible only with the moral patronage of the Municipality or City Council, which can be obtained if the event is deemed to be of public interest. In this case, the request must come from religious institutions and not from private citizens.

The president of the Municipality always declared to fanpage that the new regulation is only being applied.

The new provisions have sparked a heated debate among refugees and religious associations. On the one hand, some believe the processions are a religious tradition that should not be hindered by additional costs. On the other, there is the need to protect public safety and ensure the smooth running of the events.
