An operation by the Avellino Public Prosecutor's Office led to the house arrest of Gianluca Festa, the city's former mayor; Fabio Guerriero, an architect and brother of a city councilor; and Filomena Smiraglia, a former municipal executive.
The charges against them are serious: misdirection, tampering with evidence, leaks, disclosure of official secrets, attempted undue influence, and corruption.
It was the mayor himself, faced with the acceleration of the investigations, who made the computer he was using disappear from his room in Piazza del Popolo and ordered a sweep of his offices to be carried out by specialized personnel in search of bugs.
According to investigators, those arrested were part of an "associative context" whose main point of reference was Mayor Festa.

The investigation began with a competitive exam for traffic police officers, in which some candidates allegedly received their exam questions early thanks to the intervention of the three arrested men. But the accusation is much broader and involves various unlawful acts.
Mayor Festa is accused of attempted embezzlement and corruption in his office. He allegedly solicited several businessmen with business relationships with the City to promote sponsorships for the DelFes basketball club, which investigators believe is under his control. In exchange, Festa allegedly granted favors to these businessmen.
