The Prefect of Naples, Michele di Bari, has signed a circular addressed to all public administrations in the Metropolitan Area, providing guidance on workplace safety. The circular focuses on the obligations of contracting authorities and clients pursuant to Legislative Decree No. 9 of April 2008, 81.
The measure was adopted in response to the need to intensify actions to combat accidents at work, particularly in the construction sector. This topic was discussed in depth during a meeting held at the Prefecture on 29 May 2024. The circular emphasizes that the provisions on safety in the workplace must be integrated with Articles 114 and 119 of Legislative Decree 31 March 2023, no. 36.
These articles regulate the roles of the construction manager, the safety coordinator, and the "safety and coordination plans (PSC)" for subcontractors operating on a construction site. Even for projects that do not require the preparation of a PSC, the adoption of an Operational Safety Plan compliant with regulatory provisions is mandatory.
Additionally, a technical committee has been established at the Prefecture to monitor workplace accidents in the construction industry and implement related mitigation measures. This committee aims to improve and optimize inspections at construction sites, coordinating the efforts of all involved agencies and institutions.
