"We repeat, the government does not intend to spend a cent on illegal housing or second homes. This is to be absolutely clear and avoid raising false expectations."

Thus the Minister for Civil Protection, Nello Musumeci, during a press conference in which he presented the Campi Flegrei decree.

According to an analysis by Legambiente and Il Sole 24 Ore, in the area, which is home to 85.000 people and 16.000 buildings, 20% of the housing structures are illegal.

"The spontaneous building boom in our region occurred in the 70s and 80s, and the responsibility lies not only with the local authorities, which were not organized in terms of urban planning regulations, but also with the national government plan. Just think of the three building amnesties in the last 40 years.

The mayor of Bacoli: "Enough controversy, we need to solve citizens' problems."

I don't understand what the point of controversy is when we have hundreds of people on the streets who don't know where to stay, while our hotels and holiday homes are full of tourists. These people aren't interested in controversy."

The mayor of Bacoli explained it, Josi Gerardo Della Ragione, commenting on the words of the Minister for Civil Protection In the Musumeci who, presenting the measures contained in the Campi Flegrei decree at a press conference, highlighted the "very serious responsibilities, remote and less remote, omissions and commissions" of the Campania Region and the Phlegraean Fields municipalities regarding urban development and illegal building in the Phlegraean Fields area.

"I therefore urge, starting with the minister, to avoid pointless polemics. We have tens of thousands of residents living in the bradyseismic zone," adds Della Ragione, "and this presence, which certainly could have been managed better in past decades, must be managed today.

This is also true in other areas of Italy with a strong seismic propensity, such as Catania, but also other areas where the building boom could and should have been managed better. There's no point in arguing today; we must all work together to implement the decrees.

Before expressing a final judgment, I'm waiting to carefully read the new decree on the Campi Flegrei. I appreciated Minister Musumeci's statements, which, for the first time, discuss comprehensive measures regarding bradyseism.

The mayor of Pozzuoli: "I want to read the decree carefully."

I'm proud of this, as I was the first to submit a study on bradyseism to the minister, highlighting the need to adopt a specific legislative measure to mitigate and prevent the risk."

This is what the mayor of Pozzuoli says in a note, Gigi Manzoni, at the end of the press conference of ministers Musumeci and Fitto.

"Regarding the merits of the decree, although we'll see how the funds allocated to each municipality are distributed, I'm partially satisfied with the resources allocated for public construction projects," he explains. "In fact, of the €442 million, approximately €200 million is allocated to the FSC share already due to the Campania Region and earmarked for infrastructure projects in the Phlegraean Fields.

Essentially, resources are being allocated by taking them from funds already earmarked for our regions. Considering the sums earmarked for private construction, despite the previously announced allocation of additional resources, the allocation of just €20 million appears inadequate.

If we truly want to pursue the goal of 'vigilant coexistence with bradyseismic risk', we need to speed up the vulnerability assessment phase of all buildings in the red zone, allowing for rapid seismic retrofitting of structurally deficient ones.

The territory of Pozzuoli, Manzoni underlines, "It has long been subject to a total ban on building, hindering any possible new residential construction, such as, for example, the proposed construction of new residential apartments in the former Sofer area.

I believe that the work carried out, given the difficult emergency situation, has not encountered any delays or gaps in time. "During the emergency, which has now lasted for over a month, the entire organizational structure of the Authority has been activated to address the resulting problems affecting our citizens.

Pozzuoli must continue to exist and, together with risk prevention activities, we must guarantee the development and growth of our territory - concludes It is important to emphasize that the appointment of the Commissioner only makes sense if accompanied by the establishment of specific offices that do not burden the already complex administrative work of the institution.
