Naples. The Regional Prosecutor's Office for Campania of the Court of Auditors has contested a financial damage of almost 3,7 million euros to 17 managers and former managers of the Campania Region.
The investigation, coordinated by the prosecutor Antonio Giuseppone and the deputy attorneys general Mauro Senatore and Davide Vitale, concerned the payment of illegitimate additional allowances to the so-called administrative coordinators of the council groups and to the secretarial heads of the council commissions.
According to the accounting magistrates, between 2019 and 2021, the top bodies of the Regional Council continued to pay such allowances, equivalent to those of management, despite a ruling by the Constitutional Court having declared the unconstitutionality of similar economic treatment.
The recipients of the invitations to deduct notified by the Economic and Financial Police Unit of the Guardia di Finanza of Naples include:
Gennaro Oliviero, current president of the Regional Council of Campania
Rose D'Amelio, former president of the regional council
Vincenzo Maraio, former member of the Presidency Office of the Regional Council and current national secretary of the Italian Socialist Party
According to investigators, the recognition of such allowance accessory would have occurred in violation of several rules.
First of all, the exclusive competence of the state legislator in matters of economic treatment of the Regions' staff. The national collective labor agreement and the regional legislation introduced starting from 2021
and finally the constitutional judgment.
