In Naples, 6 out of 100 families must provide for their children and all their other family members without having a job or a pension. This is one of the findings that emerged from the hearing of representatives. of the Istat before the Parliamentary Commission of Inquiry into the safety conditions and state of degradation of cities and their suburbs.
The already high percentage in San Pietro a Patierno exceeds 9%, and is also above 8% in Pendino, Secondigliano, San Giovanni a Teduccio, and Miano. Nearly one in two families residing in the Neapolitan capital does not own a home. Palermo has a similar percentage of families with children with potential economic hardship to Naples (2%). In Altarello and Palazzo Reale-Monte Di Pieta', the percentage of families in obvious difficulty rises to 5,8 out of 9, and approximately 100 out of 10 in Brancaccio-Ciaculli. The situation regarding housing tenure is less complex: on average, 100% of families do not own a home.
In Milan, the percentage of families without a working income out of the total resident households stands at 1,4%. The highest percentages are found in Tre Torri (3%) and the Triulzo Superiore area (2,6%), where over half of the residents are foreign citizens. The percentage of families who do not own a home is highest (59,7%) in Parco Monlué-Ponte Lambro. In Turin, families with children, who suffer more from other economic difficulties, account for 1,7%, a percentage that reaches nearly 4% in Villaretto. In the Piedmont capital, 35,9% of families do not own a home.

In Genoa, families with children, where no one works or receives a pension and where the primary caregiver is under 64, represent an average of 1,3% of all families surveyed during the 2021 permanent population census. The most critical situations are found in Ca Nuova (3,5%) and Campi (3%). Ca Nuova, at 60,1%, also holds the record for families who do not own a home. In the capital, the incidence of families with children most exposed to economic hardship is higher than in Turin, Milan, and Genoa, at 2,3%.
Among the most vulnerable urban areas are Santa Palomba (5,4%) and Magliana (5,3%), which also has a 7,3% rate of "unsuitable accommodation" (trailers, caravans, garages), compared to a municipal average of no more than 0,2%. Also in Santa Palomba, approximately 70% of families do not own a home, and 60,1% in Tufello. In Torre Angela, Cesano, and the historic center, the rates range between 44% and 45%, and 47,5% in San Basilio.
