In Villaricca, the blocking of some administrative services and the closure of some offices are at risk following the investigation into false residences that has led to the house arrest of fourteen municipal officials and employees, as well as two Brazilian citizens who led the gang that organized the scam.
The complaint by the Cgil civil service of the area highlights the problem in a detailed note.
Following the serious news events involving municipal officials and employees, including those from the registry office and the Municipal Police, the Municipal Administration of Villaricca is once again experiencing nightmare days. Administratively, most offices are at risk of closure, seriously jeopardizing citizens' rights. Financially, too, there is a risk of bankruptcy.
This condition represents a real national emergency, a mix between the mafia and the camorra, sectors of the public administration and businesses.
With the elections of last October, a new administration was installed that is unable, due to serious staff shortages, to resolve the many problems that affect all sectors of the municipal machine with serious repercussions on the functionality of the services to be provided to the city.
The territorial conditions are collapsing, municipal villas unused, city roads impassable with the risk of accidents due to the lack of intervention to restore the road surface.
The citizens of Villaricca are tired of being placed under administration and want capable and transparent administrations.
For the good of the community, for the new generations and for the young people, we need to relaunch, invest, hire new professionals through a mega competition to restore dignity to the country.
For years, the CGIL Giuglianese has been denouncing the lack of personnel in all the municipalities of northern Naples.
Some struggling offices often remain closed to the public, there is a lack of managers, the current staff is demotivated, the economic and financial sector is collapsing, tax collection is blocked and the demographic and civil status services are often managed by non-permanent staff.
The FP CGIL and the CGIL Giuglianese area, following the serious news events involving the Municipality of Villaricca, report inconveniences for citizens and all municipal staff.
Even if one wanted to hypothesize and attempt to address a discussion between institutions and interested parties on the central issues of the PA reform, given the state in which the municipality of Villaricca finds itself, it is absolutely not conceivable.
In short, the situation is nothing short of disastrous with a bleak but predictable picture, after decades of disinvestment.
To date, the employees of the Municipality of Villaricca there are only 32 of them compared to the 190 foreseen by the organizational chart.
The skills needed for the PNRR projects are lacking, and the achievement of the objectives and the consequent provision of the funding foreseen for the achievement of the projects necessary to relocate the city to a “decent” state are at risk.
In this state, how do local authorities deal with the internal Stability Pact? How can they progressively reduce their spending deficit and reduce the ratio between their debt and gross domestic product?
The CGIL Giuglianese states once again that citizens are innocent victims, while the Civil Service has always demanded adequate recovery policies.
In particular, the severe lack of personnel in the Municipal Police sector makes it difficult to control and protect the territory.
Under these conditions, all local and national institutions should give a strong signal.
