Carabinieri General Oreste Liporace and Lazio businessman Ennio De Vellis have been placed under house arrest as part of an investigation by the Milan prosecutor's office into illicit influence peddling, issuing invoices for non-existent transactions, corruption, and disrupting the freedom of auctions.
The precautionary measure issued by the preliminary investigations judge of the Milan court against the entrepreneur was executed by the Guardia di Finanza, while the general was arrested by the Carabinieri of the ROS (Special Operations Unit). Lorenzo Quinzi, head of the Department for General Affairs and Digitalization at the Ministry of Infrastructure and Transport, is also under investigation.
Liporace is a familiar name in the Naples news because in the late 1980s, he was commander of the Carabinieri company in Castellammare di Stabia at the height of the feud between the D'Alessandros and the Imparato clan. He was responsible for dozens of arrests of Camorristi and mafia bosses throughout the Stabia area.
According to the Milan prosecutor's investigation, Liporace was allegedly bribed by entrepreneur Ennio De Vellis, along with two other individuals under investigation, with over €22 paid between 2020 and 2021 in the form of a rental agreement in the name of Liporace's sister. The agreement, according to the prosecution's hypothesis, was merely a means of transferring money.
Liporace was also reportedly given Louis Vuitton bags worth a total of more than 11 euros.

The Carabinieri have suspended their operations with immediate effect. Orestes LiporaxThe general was arrested today by the Guardia di Finanza. The soldier had been commander of the Velletri Regiment of Marshals and Brigadier Students until 2021 and, before his suspension, was currently director of the Institute for Advanced Defense Studies.
They are being investigated at liberty "entrepreneurs, officials and public managers of central state administrations", as reported in a note from the Milan prosecutor, Marcello Viola.
The investigations focused on the illicit allocation of funds and public contracts in exchange for money and other benefits, as well as on the concertation of economic entities fictitiously participating in the tender procedures.
Searches and document acquisitions are underway in various Italian provinces, at the premises of public entities, individuals, and companies involved in the matters under investigation.
