These data were presented by Samuele Ciambriello, Campania guarantor of prisoners and spokesperson of the national conference of guarantors of persons deprived of personal liberty, during a press conference on overcrowding and suicides in Campania prisons.
Ciambriello commented: “The data are surprising both for the overcrowding with 2.000 more inmates in fifteen institutions in Campania, and for the 1.402 drug addicts for whom we could spare prison. Another figure that struck me is that we have 1.061 inmates between 18 and 29 years old: the typology of those who commit crimes has changed.”
Despite the bleak picture, 2.727 inmates have benefited from alternative measures this year. As for adults in external penal areas in Campania, there are 6.334, with 3.125 people under investigation. “We need educators and social workers, otherwise these people risk continuing to live in recidivism,” Ciambriello added.
On minors, in Campania there are 113 prisoners with 117 places available. “I don’t think prison is a deterrent for them: rather than punish, we need to prevent.” Ciambriello launched an appeal to politicians for immediate deflationary measures throughout Italy, underlining that 8.000 people have to serve less than a year.
As for the women detained in Campania, in Secondigliano there are 75 of them after the evacuation of Pozzuoli due to seismic events, with other detainees scattered in different cities. “I ask that they can return to Naples soon. How can you defend a person far from his territory? How can family members maintain ties?” she asked.
Finally, he appealed to the supervisory judiciary to speed up the procedures for entrusting people to social services and increase the permits for social reintegration.
