"In the past, I've also met two pregnant women in the facility, incarcerated for serious crimes. They gave birth in prison." Ciambriello sees no imminent prospect of change on the horizon.
"Rather than humanizing prisons, a prison-centric vision has been adopted that works against the goal of 'no more children behind bars,'" he says regretfully. "For example, there is the government's proposal on security that intends to amend Article 146 of the Criminal Code, repealing the obligation to defer sentences for pregnant women or those with children under one year of age, linking the issue—with a certain populism—to Roma women who pickpocket.
I believe this decision violates all constitutional, supranational, and international norms protecting children and the principle of the centrality of the human person. If this measure passes in Parliament, the numbers will likely increase. And so, instead of letting them leave, more children will be with their mothers in ICAM centers."
