Naples, competition for 130 positions at the municipality: 12 thousand applications received

The Municipality of Naples has launched a competition in 2024 for 130 jobs, attracting 12.000 applications.

The competition offers opportunities for 50 full-time, permanent technical instructors and 80 positions among administrative profiles, technical-economic officials, local police officers and social workers on a fixed-term basis.

The application deadline was August 25, 2024, with a total of 11.763 applicants registered. Competition is high, with only about 1 in 100 applicants being successful. However, for some positions such as social workers, there will be no pre-selection test due to lower demand.

The rehearsals will presumably be held at the Mostra d'Oltremare starting from the end of September 2024.

It is the third public competition of the Manfredi era

This is the third major public competition organized by the Municipality under the administration of the mayor Gaetano Manfredi, directly managed by the Municipality, unlike previous competitions managed by Ripam Formez. The administration has already hired approximately 2.000 people, with potential for additional positions as the rankings continue.

The competition was approved with the City Council resolution 290 of July 19 and is aimed at both high school and college graduates, with tests that include a pre-selection, a written test and, for local police officers, a physical fitness test.

The hirings are financed by various funds, including the 2020 Poverty Fund, the 2024-26 Urban Security Fund and the Bradyseism Fund, with contracts regulated by the CCNL of the Local Authorities sector.

Candidates for each profile

Overall, the Municipality of Naples will hire 130 staff members. Of these, 80 will be on a fixed-term basis, with funding from the 2020 Poverty Fund for 51 members, from the 2024-26 Urban Security Fund for 8 Local Police officers, and from the Bradyseism Fund for 21 members. All hiring, both permanent and fixed-term, and the related economic benefits, fall within the National Collective Labour Agreement for the Local Authorities sector.

The questions received for each profile:

A. Full time and permanent:
Technical Instructor (code TEC/C_2024_TI): 2.369 applications were received for 50 positions to be hired. Of these, one position is reserved for mandatory mobility pursuant to Article 34-bis of Legislative Decree 30 March 2001, no. 165.
B. Full-time and fixed-term:
Administrative instructor (code AMM/C_2024_TD): 5.241 applications were received for 27 units to be hired. Of these, 21 units, to be classified with a three-year contract, to be drawn from the 2020 Poverty Fund. Of these, 10 positions will be reserved for mandatory mobility. Another 6 units, to be classified with a two-year contract, to be drawn from the Bradyseism Fund. Of the 21 units
Local Police Officer (code POL/C_2024_TD1): 2.148 applications for 8 positions, to be filled with a two-year contract, to be drawn from the Urban Security Fund.
Technical instructor (code TEC/C_2024_TD): 338 applications for 5 units to be hired, to be classified with a two-year contract, using the Bradyseism Fund.
Economic-financial officer (code FIN/D_2024_TD): 352 applications for 2 units to be hired, to be classified with a two-year contract, using the Bradyseism Fund. Of these, one unit reserved for mandatory mobility.
Technical Officer (code TEC/D_2024_TD): 680 applications for 8 units, to be classified with a two-year contract, to be drawn from the Bradyseism Fund. Of these, one unit reserved for mandatory mobility.
Social worker (code ASS/D_2024_TD): 635 applications for 30 units, to be classified with a three-year contract, under the 2020 Poverty Fund.

The communications of the competition, including the schedule of the tests and the relative results, will be made through the "inPA" Portal. The date and place of the tests, once made official, will be published 15 days before.

On the day of the exam, candidates must present a valid identification document, their tax code, and the application receipt. The location of the exams has not yet been determined, but it could be, as has been the case in the past, the Mostra d'Oltremare in Fuorigrotta.

For each competition code, for the purposes of admission to the written test, a pre-selection test is foreseen in the event that a minimum number of submitted applications is exceeded, according to the following scheme:

  • Technical instructor (code TEC/C_2024_TI): 1.500 applications;
    Administrative instructor (code AMM/C_2024_TD): 1.000 applications;
    Technical instructor (code TEC/C_2024_TD): 500 applications;
    Economic-financial officer (code FIN/D_2024_TD): 500 applications;
    Technical Officer (code TEC/D_2024_TD): 500 applications;
    Social worker (code ASS/D_2024_TD): 750 applications.

The pre-selection test will consist of a test of 40 multiple-choice questions to be solved in 50 minutes, with a maximum score of 30 points, and will aim to verify logical-mathematical, numerical and reasoning skills and knowledge of the subjects included in the written test.
