Naples is preparing to address the volcanic risk in the Phlegraean Fields with a massive evacuation plan aimed at ensuring the safety of 286 residents. The plan, presented today to the City Council's Infrastructure Committee, chaired by Nino Simeone, will be submitted to the council for consideration at its next session on Wednesday, September 4th. This complex and detailed plan will affect residents of Naples' red zone, namely the neighborhoods of Bagnoli, Fuorigrotta, Pianura, Soccavo, Posillipo, and partially Chiaiano, Arenella, Vomero, Chiaia, San Ferdinando, and Montecalvario.
The Councillor for Infrastructure and Transport, Edoardo Cosenza, clarified that there is currently no immediate risk of an eruption: "The Phlegraean Fields are an active volcanic area, but the prevailing phenomenon is bradyseism, which rarely leads to eruptions. The last eruption dates back to 1538, and the catastrophic one occurred 15 years ago. We are in a phase of caution, not alarm." The plan would only be implemented in the event of a red alert, an event that would require the evacuation of approximately 500 people from municipalities in the volcanic area, including 286 in the city of Naples alone.
The evacuation plan, which includes both autonomous and assisted evacuation, was developed with the goal of completing the evacuation of residents within 48 hours of the alert being issued. Each neighborhood has a specific evacuation route: residents of Posillipo will be transferred by sea to Sardinia, thanks to a twinning agreement established with the region, while those of Fuorigrotta will use the Tangenziale (ring road) heading west. Residents of the other neighborhoods will travel east via the ring road, connecting to the A1 motorway to reach their twinned regions. Residents of Chiaia, on the other hand, will head to the port of Salerno to board a ferry to Sicily.

The plan also covers some areas of Pozzuoli, such as Pisciarelli and part of the seafront, whose residents will be transferred to Lombardy by train from the central station in Piazza Garibaldi. A fundamental aspect of the plan was the verification of the compatibility of traffic flows with the existing road network, in particular with the Naples ring road, which gave a positive outcome. For those who cannot use private vehicles, waiting areas will be organized in the city, from which buses and shuttles will depart to the evacuation gates.
