Salerno. This morning, in the Prefecture at Salerno, a memorandum of understanding was signed for the promotion of concrete actions aimed at protecting unaccompanied foreign minors in the province of Salerno.
The initiative was attended, together with the prefect Francesco Esposito, by the mayor of the city of Salerno, Vincenzo Napoli, accompanied by the councilor for Social Policies, Paola De Roberto, the president of the Juvenile Court, Maurizio Avallone, the public prosecutor at the Juvenile Court, Patrizia Imperato, the guarantor for childhood and adolescence of the Campania region and the representatives of the Police Headquarters, ANCI Campania and the Social Cooperative La Tavola Rotonda.
Also present at the signing were the provincial commanders of the Carabinieri and the Guardia di Finanza. The aim of the protocol is to protect, through a "network" between institutions, social services and third sector entities, foreign minors who are on our territory and, being without parents or guardians, are even more vulnerable and exposed to risk.
Furthermore, the Pact, alongside the rationalisation of administrative procedures relating to the legal position of foreign children, also seeks to provide concrete answers to the need to quickly and accurately and systematically know the history and aspirations of each individual, to ensure that the host communities and social services of the Municipalities of the S5 Area - of which the city of Salerno is the leader - together with the Juvenile Judicial Authority, can develop adequate educational and integration projects.
Prefect Esposito, on the sidelines of the meeting, said: "landing after landing we have seen more and more children without parents getting off the ships, hand in hand. This is a reality that must question the conscience of each of us.
In their eyes we saw fear, desperation and hope, and it is to this hope that we must try to give an answer, aware that our humanity is reflected in the protection of rights and in the opportunities offered to the most vulnerable".
For Imperato: "the reception of unaccompanied foreign minors must go well beyond the emergency phase and initial placement. For these particularly fragile users, the objective must be that of true and concrete integration and inclusion: like all minors, they have the right to the happiness that was denied them in their countries of origin".
“With this protocol – explained Mayor Vincenzo Napoli – we continue in this direction in close collaboration with the Campania Region (whose guidelines we follow) which has already demonstrated on more than one occasion its sensitivity on the issue, allowing this Administration to guarantee, in this area, quality and efficiency in the services offered”.
