One year after the introduction of the 'parking plan' in Giugliano, the controversy shows no sign of abating.
Opposition groups continue to criticize a system that has been repeatedly challenged by both residents, due to the shortage of reserved parking spaces in the historic center, and by merchants. Although the plan went into effect last September, it has never been amended.
On July 3, opposition councilors Francesco Iovinella and Pasquale Ascione submitted both a request for access to the documents regarding the awarding of the paid parking management service and a question to the President of the City Council.
With this question, they ask for an explanation of why, approximately nine months after the provisional assignment, the contract has not yet been signed and what the reasons are that prevent it from being signed.
Giugliano's local police councilor, Angelo Abbate, reassured the public that the contract will be signed by the end of the month and that the established monthly fees have been duly paid to the municipality.
However, these reassurances have not calmed the spirits of those who have contested the 'parking plan', especially regarding the rates, which in some central streets are 1,5 euros per hour.
The main criticism concerns the lack of parking spaces for residents. On some streets, such as Via Pirozzi, these spaces are completely absent, forcing residents with annual passes to park far from home, causing significant inconvenience, especially for the elderly and parents with small children.
Free parking spaces ('white') are mainly concentrated in peripheral areas, such as the one behind the cemetery on Via Verdi.
Store employees had also requested discounted passes, but to date there has been no revision to the parking plan. According to rumors, approximately 2024 fines were issued by parking officials in the first quarter of 10 alone.
