The investigation revealed a rigged tender award system, where the invited companies were pre-selected to win the contracts, with an estimated turnover of over 500 thousand euros.
This "tender system" involved the "ad hoc" selection of participating companies, all part of the cartel, who agreed to take turns winning, submitting bids that favored the company chosen to win, while the others offered less competitive discounts or abstained altogether.
