In the last 5 years Campania has recorded the highest increase in INPS, those who pay contributions, which currently represent 7% of the national total equal to approximately 2 million positions (+ 8% compared to 2019), of these over 500 thousand are under 34, +9% or 42 thousand positions compared to 2019.

A clear signal that highlights a change of pace in the labor market, which is also confirmed by the increase in weeks worked 41,3 in 2023 compared to 40,6 in 2019 and in the average gross salary, just over 20 thousand euros per capita, up 7% compared to 2019.

These are some of the data from the 23rd INPS Annual Report presented today at at the Department of Social Sciences of the University of Naples “Federico II”.

The event, introduced by the director of the department, Dora Gambardella, included contributions from Stefano Consiglio, President of the School of Human and Social Sciences, the General Director Valeria Vittimberga, Gianfranco Santoro, Central Director of Studies and Research of INPS, the Central Director of Campania, Vincenzo Tedesco and the Director of the Metropolitan Area Roberto Bafundi.

In addition to the provision of pensions, the focus of INPS action in the regional territory and in particular in the metropolitan area of Naples is the support of family units: the Universal Single Allowance is received by just over 1 million children (1.036.903) which corresponds to 11% of the national population.

The benefits that have allowed to overcome the citizen's income, ADI-SFL, have a more marked geographical incidence in Campania and in the rest of the South, compared to Italy. In the first six months of 2024, in fact, the Inclusion Allowance (ADI) records 467 thousand beneficiaries in Campania, 28% of the national figure.

From Naples come the reassurances of President Gabriele Fava on the sustainability of the social security system: “To guarantee a sustainable social security system, it is essential to act on the revenue side, using different levers that can increase the number of employed workers, especially young people and women.

The data in the report shows that youth employment has increased, the number of INPS insured people has grown by half a million in the last five years, but the conditions of young people, with discontinuous careers and lower wages than average, remains an open question especially in comparison with the rest of the European Union member states. For this reason, a major social security education campaign is about to start”

On the labor front, instead, we must aim to reduce the mismatch between supply and demand: "it is essential to strengthen the interaction between the training system and businesses, also countering phenomena of school dropout, and promoting continuous training courses and investing in programs that keep professional skills updated, to meet the needs of a labor market in continuous evolution. I also believe that art and culture can be, especially for young people, an exceptional welfare tool: a project that combines work, art and culture is at the starting blocks.

Equally important is to offer young people a regular job opportunity, reducing the transition times both from the education and training system to work, and from one job to another, with adequate measures of active labor policies, in the perspective of generative welfare. Issues that I also discussed with the President of the Region De Luca and with the Mayor of Naples Manfredi with the aim of strengthening the institutional synergies already existing in the exclusive interest of citizens”, concludes Fava.

“The presentation of our Annual Report at Federico II marks the beginning of a dissemination process in university contexts and in the social and economic realities of the country. The choice of Naples is not accidental: Campania and the South represent crucial areas for the future of the entire national community.

This report offers the opportunity to highlight the specificities of these territories, where INPS can and must play a fundamental role in ensuring social cohesion, promoting active labor policies and protecting legality. Naples, with its rich history and culture, symbolizes resilience and the ability to recover, essential elements for facing the challenges of the present and the future”, adds the General Director of the Institute Valeria Vittimberga.
