With the promise of awarding public contracts. Franco Carillo, who had also put his sister forward as a candidate, would have acted as liaison officer between politics and the boss Rosario Giugliano, the emissary of the mayor and vice mayor, so as to become the guarantor of the agreements made, ensuring with the victory of the elections in the first round a share of the contracts to the Camorra and hiring in the companies to which they would go, including those for the methane gasification, the renovation and management of the cemetery.

“During the election campaign I personally worked with entrepreneurs, citizens and relatives to force the vote in favor of Maurizio Falanga… I want to point out that when I moved around Poggiomarino in support of a certain candidate it was clear that that person was representing me and therefore did not need to use threats to obtain the vote”.
The minutes of Rosario Giugliano, who in June had decided to move to the side of the State, are dated October 4, 2023. The former boss said: “Even though I didn’t participate in the formation meetings of the Council, I was constantly informed of everything by Franco Carillo… I remember that there was a lot of discussion about the appointment of the public works councilor who was closest to my heart… Franco Carillo, who was my favorite, told me that he didn’t want to expose himself too much and suggested the name of Luigi Belcuore…”.
“During one of our meetings, Belcuore told me that he would accept the role of councilor for public works if he was also recognized as deputy mayor… I worked with Franco Carillo to bring this request forward and despite the resistance of the other political forces, this motion passed”.

According to the Carabinieri, Belcuore was also elected in that election thanks to the Camorra and obtained the position of deputy mayor with responsibility for public works and the cemetery, also making sure that some contracts were transferred to the family business.
According to what emerged from the investigations, the boss Rosary Giugliano (who is under investigation in this investigation), a counterpart in the political-mafia agreement, allegedly exercised his criminal influence to orient the elections towards the coalition created by Carillo, sidelining candidates who could waste votes or compromise the agreed outcome of the electoral round in exchange for what was agreed upon: the assignment of public works and services and hiring.
Mayor Falanga won the administrative round of September 2020 at the head of a center-right coalition in the first round, obtaining 57,93% of the votes against 42,07% for the center-left candidate, Democrat Giuseppe Annunziata.
